The Federal Aviation Administration (FAA) is implementing a significant change that will impact aspiring aviation educators and flight instructors alike. Starting September 1, 2024, candidates looking to take the Fundamentals of Instruction (FOI) knowledge test will now need an endorsement. This new requirement aims to align the FOI with other pilot certification processes, ensuring candidates are adequately prepared before sitting for the exam.

What’s Changing?

For decades, the FOI exam did not require any form of endorsement. Candidates could take the test without a written statement or logbook endorsement from an authorized instructor. However, this will no longer be the case. As per the updated regulations, candidates must physically present to a PSI testing center either

  • A certificate of graduation issued by an FAA-certificated pilot school, or
  • A logbook endorsement from an authorized ground or flight instructor certifying the candidate has completed the applicable ground training or home study course and is prepared for the knowledge test.

Why the Change?

The FAA’s decision to require endorsements brings the FOI in line with other pilot certificates. According to the Federal Aviation Regulations, most pilot certificates already require applicants to have a written statement or logbook endorsement from an authorized instructor. This change is designed to ensure that all individuals taking the FOI exam have received the necessary training and are well-prepared to pass the test.

How to Obtain an Endorsement

To obtain the required endorsement, candidates must complete an applicable ground training or home study course:

Scheduling and Taking the Test

Once you have obtained the required endorsement, you can schedule your FOI knowledge test at a nearby testing center. The FAA uses third-party provider PSI Services LLC to administer these exams. On the test day, you will need to physically present:

  • A government-issued photo ID (not a student ID)
  • An endorsement from an instructor or the certificate equivalent

Testing center administrators are responsible for verifying and scanning the endorsement. If you fail to meet the endorsement requirement, you will be turned away from taking the test.

Important Dates and Compliance

The new endorsement requirement will take effect on September 1, 2024. Until then, candidates can still take the FOI test without an endorsement. However, endorsements are already being issued in compliance with FAA regulations §§ 61.183(d), 61.185, and AC 61-65.
